Gen Z × AI Governance — Shape the Rules 🇹🇳

On 24 July, EuroMedAI and Amnesty International Tunisia brought 14 selected young Tunisians together in Tunis for an evening that treated them as co-authors of AI governance, not just its users.

Around the table: law students, developers, civil society leaders, comparing how AI is (and isn't) governed the same way across the US, the EU, and China, then testing those principles against local use cases in breakout groups on democratic oversight, privacy, and surveillance.

A huge thank you to:

➡️ Our partner, Amnesty International Tunisia, for hosting us and for their continued commitment to human rights in the digital age.
➡️ Our speakers and experts, who joined in person and remotely to share their knowledge and challenge the room with hard questions.
➡️ Our 14 participants, who showed up, engaged fully, and reminded us why Gen Z belongs at the table when AI's rules are being written.

This is exactly the kind of work EuroMedAI exists to support: connecting people across the Mediterranean to shape AI governance from the ground up.

🌍 Closing Session | Civil Society Consultations on the Implementation of the Pact for the Mediterranean

The day concluded with closing remarks by Francisco Gaztelu Mezquiriz, Director for North Africa (MENA.A), Directorate-General for the Middle East, North Africa and the Gulf at the European Commission.

The consultations reaffirmed the essential role of civil society in shaping a more resilient, inclusive, and prosperous Mediterranean through stronger partnerships, shared responsibility, and community-driven solutions.

A day of meaningful dialogue, valuable exchanges, and a shared commitment to turning ideas into action.

🌍 Civil Society Consultations on the Implementation of the Pact for the Mediterranean
📍 Brussels | 23 July 2026

The afternoon sessions brought together civil society representatives, public institutions, researchers and regional organizations to exchange ideas around three strategic priorities for the Mediterranean:

🔥 Mediterranean Disaster Preparedness
Strengthening community preparedness, disaster-risk awareness, and the inclusion of local communities in prevention and emergency response.

🤝 MED-SECURE
Promoting safe, inclusive and trust-based engagement between public security institutions and communities, with a particular focus on youth, women, local actors and independent civil society.

🚀 StartUp4Med
Advancing inclusive entrepreneurship, the social economy and decent job creation by improving access to finance, mentoring, markets and opportunities for young people, women entrepreneurs and social enterprises.

💬 The discussions highlighted the essential role of civil society in shaping more inclusive, resilient and people-centered policies across the Mediterranean.

Generations For Peace CEO, Lama Hattab, participated today in the Civil Society Focus Group on Community Preparedness and Disaster Risk Awareness under the Mediterranean Disaster Preparedness Initiative, held in Brussels, Belgium.
The discussion brought together civil society representatives to explore how stronger community engagement, youth leadership, inclusive preparedness approaches, and continuous learning can strengthen resilience across the Mediterranean region.
During the discussion, GFP highlighted the importance of empowering communities before disasters occur by promoting positive behaviour change, strengthening trusted local networks, and ensuring meaningful community participation as key drivers of effective preparedness.
Generations For Peace remains committed to leveraging its expertise in youth leadership, resilience building, and community empowerment to contribute to more inclusive, locally led, and people-centred disaster preparedness efforts across the region.

🌍 **Civil Society Consultations on the Implementation of the Pact for the Mediterranean**

Today, representatives from civil society, research institutions, think tanks, social economy organizations, youth and women's organizations, and regional networks from across the Mediterranean are gathering in **Brussels** for the **Civil Society Consultations on the Implementation of the Pact for the Mediterranean**.

Convened by the **European Commission**, this meeting marks the beginning of the implementation phase of the Pact's Action Plan. It provides a platform for participants to exchange experiences and recommendations to help shape future priorities and ensure that the Pact remains inclusive, participatory, and responsive to the realities of Mediterranean communities.

The discussions focus on three key areas:
🔹 Community preparedness and disaster risk awareness.
🔹 Safe and effective community engagement.
🔹 Inclusive entrepreneurship, the social economy, and decent job creation.

The opening session features **Francisco Gaztelu Mezquiriz**, Director for North Africa (MENA.A) at the European Commission, and **Roger Albinyana**, Managing Director of the European Institute of the Mediterranean (IEMed).

On 23 July, Brussels will host a new round of consultations gathering nearly 80 representatives from civil society organisations, social economy actors, youth and women-led organisations, research institutions, and regional networks from across the Mediterranean.
Together, they will contribute practical recommendations to support the implementation of:

As the 5th Union for the Mediterranean Digital Transformation Conference wraps up in Antalya, Türkiye, EuroMedAI, represented by Faten Mhadheb, is grateful to have contributed to this important Euro-Mediterranean dialogue on digital transformation, skills, innovation, and inclusive growth.

For EuroMedAI, this gathering was a timely opportunity to shed light on a critical issue we highlighted last year through our report, “𝑩𝒓𝒊𝒅𝒈𝒊𝒏𝒈 𝒕𝒉𝒆 𝑨𝑰 𝑫𝒊𝒗𝒊𝒅𝒆: 𝑨 𝑪𝒐𝒎𝒑𝒂𝒓𝒂𝒕𝒊𝒗𝒆 𝑴𝒂𝒕𝒖𝒓𝒊𝒕𝒚 𝑨𝒔𝒔𝒆𝒔𝒔𝒎𝒆𝒏𝒕 𝒐𝒇 𝑨𝑰 𝑪𝒂𝒑𝒂𝒄𝒊𝒕𝒚 𝒊𝒏 𝒕𝒉𝒆 𝑺𝒐𝒖𝒕𝒉𝒆𝒓𝒏 𝑴𝒆𝒅𝒊𝒕𝒆𝒓𝒓𝒂𝒏𝒆𝒂𝒏.”

The report showed that the future of AI and digital transformation in the region will depend not only on technology, but also on people, skills, institutions, infrastructure, and the ability of local ecosystems to participate meaningfully in the AI economy and to bridge divides in:

🔹 Talent development and digital skills
🔹 Access to AI infrastructure and applied innovation
🔹 Entrepreneurship and business support for SMEs and startups
🔹 Public-sector digital transformation and citizen-centered e-governance
🔹 Inclusive opportunities for youth, women, civil society, and local innovators

In this context, EuroMedAI proposed the idea of a Mediterranean AI Fund following the findings of its South Mediterranean AI capacity report, and in alignment with the proposed 2026 Action Plan of the Pact for the Mediterranean. Such a fund could complement existing and emerging regional priorities, including innovation and research centres, skills development, StartUp4Med, access to finance, digital public infrastructure, and the broader UfM strategy for regional cooperation.

EuroMedAI extends its appreciation to the Union for the Mediterranean Secretariat, the Antalya Chamber of Commerce and Industry, the Kumluca Chamber of Commerce and Industry, and all speakers and participants who contributed to this meaningful exchange.

🌍 EUPP5: In Times of Crisis, Long-Term Solutions Risk Being Sidelined

In Nicosia, Cyprus, civil society actors, researchers, and policymakers from across North Africa, Europe, and the wider Mediterranean region gathered for the Euro-Mediterranean Civil Society Conference to exchange perspectives on some of today’s most pressing challenges: democratic backsliding, shrinking civic space, ongoing conflicts, energy security, and economic uncertainty.
💬 One key message stood out: civil society plays a crucial bridge-building role, strengthening trust, dialogue, and citizen engagement at a time when institutions and communities face growing pressure.
⚠️ Discussions also highlighted a worrying trend: civic space is increasingly constrained, trust in institutions is weakening, and CSOs are often forced to constantly justify their role and legitimacy.
🌱 Yet, in the midst of urgent crises, it is more important than ever to maintain a long-term vision focused on human rights, equality, climate action, and inclusive development.
🤝 The conference reaffirmed that no single actor can address these complex challenges alone. Strong cooperation between civil society, public institutions, researchers, and private stakeholders is essential to build a more open, fair, and sustainable Euro-Mediterranean region.
