✊ Why do algorithms matter for cultural mobility?

From favouring who gets seen to shaping access to cross-border opportunities, digital platforms have control over how artists and cultural professionals connect and work internationally.

That’s why this topic is on top of our agenda. Is it on top of yours, too? 👀

On 7 October, join Veronika Liebl (Ars Electronica), Rania Majed (Culture Resource) and Jess Partridge (EMMA), moderated by Yohann Floch (On the Move), to unpack these questions at our Cultural Mobility Webinar on Digital Mobility and Algorithmic Justice.

A new EU International Cultural Relations strategy is on the horizon. But is a new strategy enough?

Our latest article, “Reshaping EU International Cultural Relations”, argues that the EU needs to rethink not only its ambitions, but also the architecture, instruments and practices through which international cultural relations are delivered.

👉 Grounded in recent research and cultural mobility practice, the article sets out a series of concrete recommendations.

Once a year, the On the Move team comes together for some days to review plans and operations, to truly connect and look at what’s ahead. 🌍

This year, we chose Barcelona as the perfect place to reconnect with colleagues based in the city and meet the teams behind inspiring organisations such as Jiser Reflexions Mediterrànies and La Escocesa, who also hosted us during our stay. We also had the opportunity to learn more about the TEJA network’s work on the ground, supporting the mobility of at-risk and displaced artists and helping them continue creating under such circumstances.

Our annual internal team meeting gave us, as expected, valuable time to share ideas, strengthen our collaboration and discuss how we can continue advancing fairer international cultural mobility for artists and cultural professionals alike.

Unfortunately, our dear colleague Lina Allia could not join us due to unreasonable administrative delays in receiving her French work permit, but as you can see from the photos, she was present and at the centre of our discussions! Such team and networking meetings also enable us to reaffirm our mission to support fairer cultural mobility patterns, including with regard to administrative hurdles, such as visas.

We missed you, Lina, and made sure you were an important part of this year’s meeting. 💛 taken in Barcelona, Spain by @otm.network

On the Move, the international information and advocacy network focused on cultural mobility, leads networking across ASSEMBLE and will host the programme's closing gathering at the Cultural Mobility Forum in Morocco in 2027.

For over 20 years, On the Move has been working to provide regular, up-to-date and free information on mobility opportunities, conditions and funding, and to advocate for the value of cross-border cultural mobility. On the Move is co-funded by the European Union and the French Ministry of Culture,

ASSEMBLE builds directly on a OTM's two-year research initiative (2024–2026) - four volumes with 18 publications covering intersecting temporalities, EU cultural policy, case studies of protection programmes worldwide, and new policy instruments.

The research documented a stark pattern: only a small group of European countries actively support artists at risk, and the criteria are rarely consistent in a long term perspective.

OTM is currently advocating for a dedicated and stand alone EU-level programme for artists at risk - modelled on an existing €12 million programme that already supports researchers at risk in European universities. The argument: if the EU protects researchers, journalists and human rights defenders, it should do the same for artists and cultural professionals.

All four volumes and 18 publications of OTM's research are freely available at https://on-the-move.org/work/projects/risk-and-displaced-artists-and-culture-professionals

ASSEMBLE is an international cultural project exploring the climate emergency at the intersection of involuntary migration, displacement, conflict and ecological decline.

ASSEMBLE brings together a dynamic partnership between @d6_eu_ (Cyprus), @congress.of.cultural.activists (Ukraine), @movartists (Spain), the international mobility network @otm.network, D6: Culture in Transit (UK), @atriskartists (France) and @larnaka2030 (Cyprus).
