During the Jim Crow era (late 19th century–1960s), many public swimming pools in the United States operated under legally enforced “whites only” policies. Segregation in public facilities remained lawful until the Civil Rights Act of 1964 prohibited discrimination in public accommodations. Even after court rulings such as Brown v. Board of Education (1954), some municipalities chose to close or drain public pools rather than integrate them. These policies not only restricted access to recreation but also contributed to long-term disparities in swim access and water safety that continue to affect Black communities today.
