The police can't give permission unless the Congress changes the law through legislature, or challenges the High Court decision in court. They are also liable to maintain order. However, detention and brutality is not justified by the police at all.

Congress and BJP may differ in ideology and political approach, but neither party should be above constitutional accountability. Our freedom, fundamental rights, social justice, and democracy are not the property of any political party. They belong to the people. When any government undermines constitutional values, suppresses dissent, weakens democratic institutions, or fails to protect the rights of marginalized communities, citizens have the right and responsibility to question it. We must not be loyal to political parties at the cost of the Constitution. Our loyalty must be to liberty, equality, fraternity, justice, and democracy. Save the Constitution. Defend democracy. Question every government.

The second sentence should have been “We cannot deny that right to anybody” So should the first sentence in the last paragraph.
