Salt Lake County’s health inspectors end almost every jail report the same way: “Advise & Educate.” Follow up? “No.”
The county’s own rule, Regulation #34, says the jails “shall” be inspected “at least annually.” I asked for every inspection since 2018. The county sent nine, all with zero violations — none for Oxbow between March 2019 and December 2025, none for Metro in 2021 or 2024. Asked whether others exist: “There are no additional records in regard to any item of your request.”
The kitchen reports tell a different story: 10 critical violations at Oxbow in Jan. 2023, including “a tray of dirty weeks old food”; 6 at Metro in July 2026, with a person in charge who couldn’t describe foodborne-illness symptoms. Black mold cited three times, no sample on file. Hot water closed out at 90°, under the 110° rule. No water test on file. No notice of violation produced.
Now the Board of Health, chaired by Rusty Vetter, proposes striking the annual-inspection requirement — even as its own staff recommended bolstering the rule.
Who is responsible: Health Department Executive Director Dorothy Adams ($286,618 in 2025 pay and benefits), Environmental Health Director Ron Lund ($189,491), Sheriff Rosie Rivera ($290,164). The jail’s 2026 budget: $145.8 million; the Health Fund’s: $78.3 million.

No court or ethics body has found wrongdoing by anyone named here; “Advise & Educate” is the department’s own result code.
