Raleigh City Council is asking us to submit questions to District D applicants by 4pm today for their Sunday virtual forum, PACT team, let's make #RaleighDemandsJustice and #RefundRaleigh top of the agenda. You get 250 characters, here’s sample questions: How will you leverage your position to ensure that Raleigh has an oversight board with subpoena power to discipline police? Will you work to divest resources from Raleigh Police Department in the 2021-2022 budget cycle toward community-led initiatives that improve outcomes for Black people?

Our community is winning!

On April 4, 2016, Raleigh PACT submitted our first open letter calling on the Raleigh City Council to assert their public support for a community oversight board with the power to investigate, subpoena, and discipline police. Last night, more than 4 years later, RCC formally sent a letter to state leaders saying that they would “welcome the authority to provide more transparency, oversight, and power to our community” and that getting this authority would be a legislative priority in 2021.

We celebrate this victory that demonstrates the power of long-term organizing combining concrete policy demands, cross-racial coalition-building, consistent presence, and direct action. We need all of it and we need all of us to hold it down and to win!

While this letter from RCC is a win and the result of 4+ years of community pressure, we want to be clear that we aren't done fighting. For example, Raleigh City Council did not specify that they would go to bat for the accountability trifecta: subpoena, investigatory, and disciplinary power. With the City making it a legislative priority, we can focus on holding them accountable for investing in resources that represent the official interest of the community--police accountability at the state level.

Today, we recommit to ensuring that the City of Raleigh follows through on the promise of an oversight board with the power to hold police accountable. Our people need justice when a cop abuses their power. We also need the overconcentration of substations in Southeast Raleigh gone, concrete policy that will make marijuana a low level enforcement priority, require police to get consent for searches without probable cause, body cameras that auto activate when a weapon is drawn, and accessible footage. We consider these to be minor accountability, equity, and transparency demands of the highest funded department in our City.

Long-term, we recommit to #DefundingRPD, to #RefundRaleigh, so we can invest in the public infrastructure that really keeps Black people safe: job training, affordable housing, mental health crisis response, parks, transportation, and beyond. ***See comments for final text. by @raleigh_pact
