Amid funding cuts and calls for a #humanitarian reset, 2025 reinforced the need for local orgnaisation and community led action that can deliver greater impact with fewer resources and lead change from the ground up.

Across six continents, our 143-member network worked together to build a more #locally led, proactive and resilient humanitarian system through being a networker, funder, innovator and influencer.

Our impact in 2025, in numbers:

👥 3.1 million people supported through crisis responses

🛡️ 988,054 people protected ahead of crises

💷 £39.23 million disbursed across our funding mechanisms

🤝 £15.8 million disbursed directly and indirectly to #local and national NGOs

🌍 45 countries reached with rapid humanitarian action

➕ 34 new local and national organisations welcomed into the network

Together with our supporters, members and partners, we continued to demonstrate an alternative to slow, reactive funding and advocate strongly for locally led action and reforms.

🔄️ Highlights from 2025!

“If the events of 2025 have taught us anything, it is that the time to jump is now.”

The #humanitarian system is going through significant changes triggered by large-scale funding cuts. Rather than piecemeal reform, Start Network advocates for its complete transformation to a #locally led humanitarian system that is accountable to people affected by, and at risk of, crises.

Here are our three recommendations for reforming the humanitarian system and how we’re putting them in practice:

Alors que les communautés font face à des chocs climatiques de plus en plus fréquents et sévères, elles trouvent également des moyens de s’adapter, de se préparer et de renforcer leur résilience.

Suivez avec nous le parcours de Rasoa et découvrez les réalités du changement climatique pour les communautés vivant chaque jour avec son impact, loin des lieux où se prennent les décisions mondiales.

Pour en savoir plus sur ce que nous présentons cette année à la #COP31 : [link in bio] The image features an illustrated person with a hat and an abstract background. A French quote translates to, "The storm could last a day. Recovery could take much longer." The text includes the words "Rasoa," "Madagascar," and "Cyclone." As communities face more frequent and severe climate shocks, they are also finding ways to adapt, prepare, and build resilience.

Follow Rasoa’s journey with us and discover the realities of climate change for communities living with its impact every day, far from where global decisions are made.

#SolomonIslands, 2026: Category 5 Tropical Cyclone Maila caused widespread damage across Western Province, and responders needed reliable information just as quickly.

Supported by Alert 1081, the first #StartFund alert activated in Solomon Islands, our member World Vision combined household data and digital mapping with government and local knowledge to understand community needs.

Remote and coastal communities faced a critical funding gap for essential household items, particularly for families whose homes had been damaged or destroyed. With larger donor funds not yet available and access to remote islands constrained, Start Fund’s rapid financing helped address this gap, supporting life-saving assistance during the critical early response period.

Explore Start Fund's impact at the link in bio! The image depicts a coastal area with damaged wooden structures and debris scattered around. Palm trees line the shore, set against a turbulent ocean and cloudy sky in the background. Overlaid text reads, "Better data. Faster decisions." The bottom of the image features logos for "Start Fund" and "Start Network," with a small "World Vision 2026" noted at the top right corner. by @start.network

🗣️ Hear from our hub fellows!

We asked our hub fellows what they’re most excited about as they begin their six-month fellowship journey.

The Hub Fellowship brings together representatives from our #humanitarian hubs to learn from one another, and put Network Leadership into practice to strengthen their hubs.

Let’s catch up with the fellows from the #Afghanistan Humanitarian Hub and Hub #Guatemala! A gradient red and orange background features a quote: "The Hub Fellowship has given me a higher perspective on the concept of leadership. Now I understand why Network Leadership is essential for unlocking the potential of cooperation to achieve a shared goal." At the bottom, it says "Gul Ahmad Popal, Afghanistan." There's a text box at the top left stating "Hear from Hub Fellows" with a download icon. by @start.network

What if the crisis you prepare for never happens?

In #Armenia, escalating regional tensions created a credible risk of conflict-induced displacement from Iran into Syunik. Through #StartFund Alert 1069, Doctors of the World and Acted, with local authorities and partners, mobilised on that risk before it became a reality.

This is the principle behind a low- or no-regrets approach to #AnticipatoryAction: when there is credible risk, act early in ways that strengthen preparedness even if the worst-case scenario does not materialise.

Although the anticipated displacement did not occur during the project period, the investment still created value by strengthening coordination, building frontline capacity and putting services, referral pathways and essential supplies in place for future emergencies.

What do you think of this approach? Tell us your thoughts in the comments. A person stands in a room with tables, organizing boxes labeled "START." Text on the image reads, "Prepared, even when the crisis didn't materialise." The image is credited to Médecins du Monde, 2026. by @start.network

Lebanon, 2026: World Vision in Lebanon and their local partner, Basmeh & Zeitooneh for Relief and Development, noticed around 300 families quietly leaving border villages in South Lebanon and moving inland. The movement wasn't yet visible in official data, but #humanitarian teams with long-standing presence in local communities recognised it as an early warning sign of potential larger-scale displacement.

When hostilities escalated in March, two pre-defined triggers were met: 48 hours of worsening #conflict, and verified rapid displacement. This enabled teams to move rapidly from preparedness to response. Assistance began within 12 hours, and more than 55,000 people were ultimately reached.

#AnticipatoryAction isn't about knowing exactly what will happen, but it's about being prepared so that communities aren't left waiting for the response to begin.

“We keep asking whether local organisations are ready to lead, when perhaps the more honest question is whether the system is ready to follow.”

How do we define “local”? And how can funding strengthen systems that already exist, rather than creating new ones?

In our latest blog, Monisha Majumdar from Caritas India reflects on these questions and the different perspectives shaping the shift towards locally led action.
