Children’s online safety is often reduced to one question: how do we restrict access?

But a ban alone does not teach a child why an algorithm keeps showing certain content, when an AI-generated answer should be questioned, or how to make safer decisions online.

That tension was at the heart of our Bread&Net 2026 session, “Beyond the Ban: Reimagining Children’s Online Safety in MENA,” organized with SMEX, and joined by Lebanon’s Minister of Information Dr. Paul Morcos and experts in children’s rights and digital rights.

My contribution focused on the gap between control and capability.

Algorithms and AI increasingly shape what children see, believe, imitate and interact with. The answer cannot sit only with parents, and it cannot sit only with lawmakers.

A stronger model is shared responsibility:

Families build trust, guidance and judgment.
Schools and communities build digital literacy.
Platforms reduce harmful design and algorithmic risks.
Policymakers create accountability while protecting children’s rights.

The goal is not simply to keep children away from digital spaces.

It is to help them become more capable of navigating those spaces safely, critically and independently.

The session brought together Lebanon’s Minister of Information Dr. Paul Morcos, Hussein Zeid of QUAD Ecosystem, and experts from SMEX, ARTICLE 19, and 5Rights Foundation. The discussion focused on children’s online safety, digital rights, family responsibility, algorithms, AI, platform design, and how to move beyond bans toward digital literacy, safer systems, and shared responsibility.

A new project. An important conversation. And a lot of work ahead.
On September 30th, we officially launched “Inclusive Pathways to Protection: Strengthening GBV and Substance Use Responses for Women and Girls in Lebanon.”
The launch brought together partners, practitioners, and experts to look at how we can strengthen the way women and girls access support, care, and protection.
The event opened with remarks from Dr Mohammad Zaatari, General Director of Rafik Hariri University Hospital; Sandy Mteirek, Executive Director of Skoun; and Ms Gielan El Messirri, Country Representative of UN Women, followed by a presentation of the project by Amal Abou Hjeili, Outreach Program Manager at Skoun.
We also hosted a panel discussion, “Reimagining Protection: Health, Harm Reduction and GBV Responses That Reach Women and Girls,” bringing together Ghida Anani (ABAAD), Lama Ajrouch (Amel Association International, and Mohammad Itani (Raya PHCC), moderated by Sandy Mteirek (Skoun). The conversation explored experiences from the field, the gaps women and girls continue to face, and opportunities to strengthen coordination and referral pathways.
This project is implemented by Skoun – Lebanese Addictions Center, with the technical support of UN Women and funded by Women’s Peace and Humanitarian Fund (WPHF).
A meaningful start to work that aims to build stronger, more inclusive pathways to support.
Thank you to everyone who joined us, shared their expertise, and contributed to the conversation.

SMEX Executive Director Mohamad Najem @monajem joined @abaadmena’s latest event on child abuse in Lebanon, highlighting online and offline risks, social media bans for minors, and what effective child protection should look like.
Najem argued that the answer isn’t simply more restrictions.

The prevention of online harms should start with rights-based policies, stronger protection systems, and by demanding accountability from tech companies.

SMEX continues to work with the Ministry of Information’s Interministerial Committee and other stakeholders to advance child safety online in Lebanon. Follow along to learn more about our efforts!
