EDOHERMA, EDSPHCDA STRENGTHEN PARTNERSHIP FOR BETTER HEALTHCARE REGULATION AND DELIVERY The Edo State Healthcare Regulation and Monitoring Agency (EDOHERMA), led by its Chief Executive Officer, Dr. Adesuwa Urhoghide-Edigin, paid a courtesy visit to the Executive Secretary of the Edo State Primary Health Care Development Agency (EDSPHCDA), Dr. Coulson Oahimire Osoikhia, to deepen collaboration between both agencies. The engagement centred on a shared goal: building a stronger, safer and better-coordinated healthcare system for the people of Edo State. The CEO of EDOHERMA emphasised the importance of developing a complete and reliable database of all health facilities in Edo State, noting that Primary Health Care Centres are the foundation and first point of contact for healthcare delivery for many citizens. Discussions focused on improved synergy, stronger information and data sharing, supporting relevant aspects of each agency’s work plans and, importantly, respecting the statutory mandates of all health MDAs. Both parties agreed on the need for agencies within the health sector to complement one another rather than duplicate functions, while maintaining clear institutional responsibilities. Dr. Urhoghide-Edigin explained that EDOHERMA has undertaken the significant task of enumerating health facilities across the State while simultaneously revalidating previously registered facilities, registering new facilities, monitoring compliance with health standards and identifying and closing down quack facilities. Given EDSPHCDA’s extensive presence at the grassroots, the CEO proposed collaboration with relevant EDSPHCDA personnel across the LGAs, where necessary, to support the wider enumeration and regulatory work required across the State. The CEO further emphasised the importance of government institutions engaging only duly registered private health facilities. She requested that whenever EDSPHCDA requires the participation or services of private health facilities in any programme, intervention or partnership, EDOHERMA should be contacted to verify their regulatory status and ensure that only facilities duly registered with EDOHERMA are engaged. One of the most impactful moments of the summit was the address delivered by Dr. Cyril Adams Oshiomhole, @drcyriladamsoshiomhole the Honourable Commissioner for Health, Edo State, who represented His Excellency, Senator Monday Okpebholo. His remarks reinforced the vision of Universal Health Coverage beginning at the Community level, emphasising that Primary Health Care remains the gateway to accessible, equitable and quality Health Care. He highlighted the importance of collaboration between Government, Private-public partners, Health Care workers, Local Government Chairmen and communities in strengthening the Health system. He also spoke about accountability in Primary Health Care, effective human resource management at the local government level, and ongoing efforts by the Edo State Government to improve Health Care access including free malaria testing and treatment in all Government Health facilities. His message was a timely reminder that sustainable Health care requires collective responsibility and sustained commitment. The keynote address by Prof. Ifeanyi Andrew Obi offered an equally profound perspective on the future of Health Care. Speaking on “The Role of Strategic Leadership in Universal Health Coverage,” he described Primary Health Care as the foundation of every effective Health system, rather than simply the first point of care. He explained that countries that intentionally invest in strong PHC systems consistently experience improved Health outcomes, increased life expectancy and greater progress towards Universal Health Coverage. He also reflected on the improvement in Edo State’s Health reforms over the past decade, illustrating how visionary leadership, strategic planning and sustained investment has transformed Health Care delivery and improved the lives of communities. In the month of April, I had the privilege of participating in an autism awareness and support outreach in Benin City, Edo State. It was a meaningful experience that reinforced the importance of early identification, inclusion, and creating supportive environments for individuals on the autism spectrum. I am proud to have contributed to the validation of the distribution of Sexual and Reproductive Health (SRH) and Maternal, Newborn, and Child Health (MNCH) equipment and commodities at Ogida Primary Health Care Centre, Egor LGA, Edo State, under the National Health Sector Renewal Investment Initiative (NHSRII). As a National Health Fellow (Cohort 1), it was an honor to support this collaborative effort led by the Federal Ministry of Health and Social Welfare, SWAp Office and other partners to strengthen primary healthcare, promote accountability, and improve health service delivery across Nigeria. The health workers at the primary health centres are the direct home of members of the community who they depend on for education and protection of their children. An unconfident worker who is unable to clearly answer a mother’s question about the HPV vaccine is a direct barrier that costs a 9-year-old girl her life-saving protection against cervical cancer. By organizing and scheduling localized, quarterly refresher training sessions across all LGAs in Edo State focusing specifically on HPV vaccination, cervical cancer, caregiver communication, and adverse event response, we can ensure no girl is left unprotected. Currently, unclear service delivery protocols and inconsistent oversight at the LGA level mean that eligible girls who miss their initial vaccination opportunities are slipping through the cracks. In several of our remote and riverine LGAs in Edo State, we cannot afford to lose even a fraction of our stock to logistical oversight. In Edo State, getting that vial from a storage facility to a 9-year-old girl in a hard-to-reach LGA or school requires a robust and fully funded system. If we do not adequately fund cold-chain maintenance, continuous health worker training, and rigorous supervision, the system breaks down. We call on the Edo State Government, the Ministry of Health, and the State House of Assembly to ensure that our domestic health budgets include adequate, explicit allocations for the full cost of HPV vaccine delivery. We must fund the cold chain, the health workers, and the mobilizers to guarantee that our investments translate into real protection for Edo State’s daughters.
