🎙️ Can refugees return to Syria before civil peace is secured?

Safe refugee return are key drivers of the EU’s renewed engagement with Syria. But returns depend on more than the end of the conflict.

In this interview, @rabhaseif (Al-Ahram Center for Political and Strategic Studies) presents the chapter she co-authored with Ammar Kahf (Omran Center for Strategic Studies) in our policy study on Syria.

Their chapter proposes civil peace as benchmark for the new EU–Syria engagement, and argue that:
🔹 Refugee returns depend on security, basic socioeconomic conditions and credible institutional guarantees being in place first
🔹 “Hard security” measures, such as counter-terrorism, policing and border control, are necessary but not enough
🔹 “Soft security” can lead to real civil peace, de-radicalisation and social cohesion. This means local dialogue, inclusive narratives, transitional justice and a role for civil society.

Creative Voices, Collective Impact.

At the heart of MedYCI is a simple idea: creativity and dialogue can give young people new ways to express their perspectives, connect with others and turn ideas into action.

Across France, Spain, Türkiye, Tunisia and Egypt, young people are becoming part of a shared Mediterranean journey built around learning, participation, exchange and co-creation.

Different experiences and local realities bring different voices to the process. Together, these perspectives contribute to a wider conversation about the challenges young people face and the ideas they want to develop.

Because in MedYCI, every voice matters and when creative voices come together, they can contribute to collective impact across the Mediterranean.

Create. Connect. Change.

Five countries, one shared MedYCI journey.

Across France, Spain, Türkiye, Tunisia and Egypt, MedYCI brings together young people, trainers, artists and partner organisations as part of one transnational Mediterranean community.

Different countries bring different local realities, experiences and perspectives but the journey is connected by a shared commitment to learning, creativity, participation and dialogue. Through consultation, co-creation, training and youth-focused activities, these perspectives will meet, exchange and contribute to the different stages of the project.

MedYCI is designed as more than a series of separate activities in five countries. It is a shared process, connecting people across borders and creating opportunities for young people to express their perspectives, develop ideas and engage with challenges that matter across the Mediterranean.

Five countries. Many perspectives. One MedYCI community.

How is the MedYCI learning approach taking shape?

The MedYCI Pedagogical Framework will provide the foundation for the project’s learning journey, bringing together youth perspectives, expert knowledge and co-creation.

Through participatory workshops and transnational exchanges, the framework will be progressively refined to reflect shared priorities, different local realities and the learning needs emerging across the five partner countries.

By combining the perspectives of young participants with the experience of trainers, artists and experts, MedYCI is working towards a learning approach that is collaborative, participatory and connected to the challenges young people want to address.

Step by step, the framework is taking shape building the foundation for the next stages of the MedYCI journey.

Why Consultations Matter

MedYCI’s online consultation process is an important part of the project’s co-creation journey. It creates a structured space for young participants across the five partner countries to share their perspectives and help identify the challenges and priorities that should inform the next stages of the project.

The consultation results from each country will be brought together ahead of the Tunis Co-Creation Lab, helping identify common points, different local perspectives and priority challenges raised by young people.

These inputs will also contribute to the progressive development of the MedYCI Pedagogical Framework, connecting youth perspectives with the project’s wider learning process.

Listening is not an isolated step it is part of how MedYCI moves from youth perspectives to co-creation and learning.

What role will experts and artists play in the MedYCI journey?

Across the five partner countries, MedYCI brings together a multidisciplinary pool of trainers, artists and thematic experts whose knowledge and professional experience can support different stages of the project.

Depending on their profiles and the needs of each activity, they may contribute to consultation and co-creation activities, Training for Trainers, thematic training sessions and workshops, helping connect youth perspectives with the development of MedYCI’s learning approach.

Their contribution can also extend to cross-regional youth dialogues, community-of-trainers meetings, youth-led project implementation, media training and MedTalks, as well as e-learning facilitation, dissemination activities and multiplier events.

A key part of this process is co-design: the content of the thematic sessions is intended to be developed together with experts and participants through the consultation process, while experts will also contribute to shaping pedagogical content during the co-creation phase.

From consultation to training, dialogue and youth-led action, their role supports a learning process built on expertise, participation, co-creation and collaboration across the Mediterranean.

Learning beyond borders.

The MedYCI E-Learning Platform is being developed as a shared digital learning environment designed to make the content produced throughout the project more accessible.

Available in five languages, the platform will bring together educational materials, video productions, and content created by trainers and learners. It will also serve as a repository for youth-led actions, bringing key MedYCI learning resources and project content together in one shared space.

Designed to be accessible, easy to use and interactive, the platform will complement the project’s face-to-face training activities. MedYCI partners will contribute to its structure, content and translations.

The platform will also support the dissemination of MedYCI content through Mediterranean youth and educational networks, helping extend access to the knowledge and resources developed throughout the project.

The MedYCI E-Learning Platform is currently under development, and more updates will follow as its structure and content continue to take shape.

Listening, exchanging and shaping what comes next.

MedYCI’s Online Consultation Workshops are an important part of the project’s learning and co-creation process. Across the partner countries, young participants will share their experiences, discuss the challenges they face and identify the needs and priorities that matter most to them.

The consultation process will help MedYCI understand both shared priorities and different local perspectives. The results will be brought together at national level, highlighting key convergences, differences and priority challenges identified by young people.

These inputs will help inform the Tunis Co-Creation Lab and contribute to the continued development of the MedYCI Pedagogical Framework, connecting youth perspectives with the project’s future learning approach.

From local realities to shared priorities, youth voices remain at the heart of the MedYCI journey.
