REPORT: U.S. Rep. Monica De La Cruz, R-Texas, is urging the Department of Homeland Security to prioritize religious worker visa applications, saying lengthy delays are affecting religious leaders and the communities they serve.

De La Cruz sent a letter to DHS Secretary Markwayne Mullin asking the agency to reduce processing times.

“Churches and faith-based institutions serve as the foundation for our communities, and our religious leaders as an extension of our families,” De La Cruz wrote.

The congresswoman cited U.S. Citizenship and Immigration Services data showing processing times of 8.5 months and 11.5 months, depending on the type of applicant. She said the delays are affecting communities that rely on religious leaders for religious and community services.

De La Cruz also highlighted action taken by the Trump administration in January 2026 to reduce wait times for religious workers. DHS removed a previous one-year foreign residency requirement for R-1 workers who had reached the five-year maximum, allowing them to seek readmission without being required to spend a year abroad.

De La Cruz said additional steps are needed.

“I urge you to prioritize reducing the processing times for religious worker visa applications,” she wrote.

De La Cruz said a more efficient process would provide greater certainty to faith communities while supporting religious freedom and the rule of law.

In addition to her letter, De La Cruz is a co-sponsor of the bipartisan Religious Worker Protection Act. The legislation would give DHS authority to extend R-1 nonimmigrant status while an individual’s application for permanent residence is being finalized.

She said reducing administrative delays would help ensure religious leaders can continue serving their congregations and communities without unnecessary interruptions. The R-1 category covers ministers and religious workers who meet eligibility requirements. Faith-based organizations use the program to bring workers to the United States. De La Cruz said timely processing is important because congregations depend on these workers.
