Roxanne Moore (@roxymoore) is a Noongar woman, lawyer, and Executive Officer of the National Aboriginal and Torres Straight Islander Legal Services. On Monday 27/07 at 12pm she joins us to talk about COVID-19 in Victorian prisons, and the Raise The Age campaign, which is asking governments to raise the age of criminal responsibility from 10 years old to at least 14. “When I was 10, my sis and I spent hours finding treasures on the beach. All our kids should grow up on country, connected to community & culture, but all Australian governments lock up 10 year olds in prisons, mostly Aboriginal kids. We need to #RaisetheAge to at least 14,” she writes.

1. #Necropolitics: the terrorizing power of the State to define whose life has value, i.e. who lives and who dies. (#Mbembe, 2003)
2. The routineness of police and military violence against, and murders of, Black, Indigenous, and people of colour, their overrepresentation in the #prison system, and their higher incidence of illness and death from #COVID19, are linked by a shared necropolitics determining whose life matters.
3. Necropolitics works through a violent combination of bodily control, exclusion, and attack. Race is central to its function, and the colonies were its testing ground (Mbembe, 2003). The histories of imperialism, slavery and the prison industrial complex reflect white supremacist necropolitical power.
4. “...the function of racism is to regulate the distribution of death and to make possible the murderous functions of the state. (Mbembe, 2003: 17)
5. Necropolitics is enabled by #surveillance: “Under conditions of late-modern colonial occupation, surveillance is both inward and outward-oriented, the eye acting as weapon and vice versa. (Mbembe, 2003: 28)
6. #QueerNecropolitics: thinking through necropolitics on #queer terrain, to ‘bring into view everyday death worlds’ (#Haritaworn et al., 2014) such as the fatal violence frequently experienced by #Black #trans women and trans #WomenOfColour.
7. Food for thought: How does an understanding of necropolitics give greater historical context for, and help us develop life affirming solutions to, social problems facing #Black, #Indigenous, and #PeopleOfColour?
