“This place changed our lives.”

The Buena Creek Navigation Center provides temporary housing and support services for people experiencing homelessness in Vista.

State Senator Catherine Blakespear joined the City of Vista to announce an additional $2 million in state funding to support operations at the center. The new funding builds on the $5 million in state support she previously helped secure to open the center and fund its operations.

Since opening in March 2024, the Buena Creek Navigation Center has:
• Served 644 people
• Helped 225 people find permanent housing
• Helped 118 people find temporary housing
• Seen 58% of program exits lead to positive destinations

And among participants who moved into permanent housing and were reached one year later, 79% remained permanently housed.
Operated by Retread Housing Services, the center provides intensive case management and connections to permanent housing, behavioral health care, substance use treatment, employment, benefits, transportation and other services.

The work is also earning national recognition. Later this month, the International City/County Management Association will honor Vista with its 2026 Partnership Award for the Buena Creek Navigation Center.

Thank you to Senator Blakespear, Retread Housing Services, the Vista City Council and the City’s Housing & Homeless Services team for continuing to invest in pathways toward a lasting home.

Governor Newsom has signed SB 741, sponsored by the California Transit Association and authored by Senator Catherine S. Blakespear.

The new law streamlines the Low Carbon Transit Operations Program, reduces outdated reporting requirements, and allows transit agencies to use funding to maintain existing bus, rail, and ferry service.

By making state funding more flexible and accessible, SB 741 will help agencies sustain reliable service and advance California’s clean transportation goals.

WE KEEP SHOWING UP. WHERE IS THE FOLLOW-THROUGH?

In January 2025, after years of volunteer work to eliminate herbicides and promote regenerative landscaping in Talega, we reached out to Senator Catherine Blakespear's office.

Our goal was bigger than one HOA. We wanted to expand safer landscaping practices throughout Orange County, collaborate with local governments, explore alternatives like goats for brush management, and identify funding opportunities.

We weren't just complaining. We brought solutions, volunteered our time, and asked our elected leaders to help us move forward.

The Senator's staff responded and offered a meeting. Yet here we are in 2026, watching herbicide applications resume in Talega and other communities within and outside of Orange County.

What happened to the momentum? Where is the lasting institutional support for community-led environmental solutions?

Residents should not have to spend years doing unpaid work, navigating bureaucracy, and repeatedly demanding accountability just to protect their neighborhoods.

We need more than encouraging conversations. We need measurable commitments, transparency, and results.

OUR COMMUNITIES DESERVE FOLLOW-THROUGH, NOT JUST EMPTY PROMISES.

“Be the change you want to see in the world.”

Change doesn’t only happen in Washington.

It starts at the ground level — in our neighborhoods, our cities, our school boards, our local elections, and the decisions being made in the communities where we actually live.

And meaningful change isn’t just about showing up once every four years. It takes consistency. It takes paying attention. It takes voting all the way down the ballot and making our voices heard in the elections that don’t always make national headlines.

If you’re voting early, consider taking your ballot directly to an official voting center or ballot drop-off location rather than putting it in the mail.

Make voting an intentional act. 🗳️

Know what’s on your ballot. Learn about the people running for school board and local office. Read about the measures that will affect your community.

Whatever change you want to see — start where you stand.

Vote. Stay involved. Keep showing up.

Big cities can’t work in silos and we can’t end unsheltered homelessness unless every level of government leans in.

I’ve learned a lot from @mayortoddgloria and @senatorblakespear — and this week I had the opportunity to share with them how we reduced homelessness by over 1/3rd in just 18 months. I look forward to continuing working with folks across the state who know we need to be data-driven and we need to tackle the crisis of untreated mental illness and addiction on our streets. More to come!

The longer someone stays outside, the worse their health gets and the more their care costs.

That was the message from our Founder and CEO, Elizabeth Funk, at Senator Catherine Blakespear’s 4th Annual Ending Homelessness Summit, focused this year on behavioral health and homelessness.

Interim supportive housing gets people indoors quickly, into a private room with on-site support, and keeps a single episode of homelessness from becoming chronic.

The summit put service providers, healthcare, government, and public safety in one room, because no single part of the system can solve this alone.

Thank you to Senator Blakespear for bringing this group together and to the City of Carlsbad for hosting. We are encouraged by the progress, and while there is work to do, we are more convinced than ever that functional zero unsheltered homelessness is within reach.

Thank you to Senator Catherine Blakespear, our Deputy Mayor, and City Staff for working together to secure a $3 million award from the State of California to develop interim housing adjacent to the Oceanside Navigation Center, where the City operates our 75 bed shelter. All located in District 3.

Thank you, Senator Blakespear, for championing this innovative project for the City of Oceanside and helping our community address homelessness and provide housing for our most vulnerable neighbors.
