Subarctic sound festival in Oulu
TAR (time - ahnung - rajaton)
TAR is part of the Lumo Art&Tech Festival

POSTS STORIES REELS

The pilot edition of the TAR festival finds itself in a state of transition, where borders are liquid, time seems to stretch, and awareness is guided by a premonition of what is to come.

Finding its home in Oulu, a city that never served as a centre but always as a gate – whether to the Arctic, to the north, or to the vulnerable ecosystem of the boreal forest – the festival speaks from a peripheral position: between the known and the open, between the industrial and the primal.

From 11 to 15 November, Oulu’s City Hall, City Library, Cathedral, Intiö Water Tower, AaltoSiilo, and Tarkastamo are united by the first edition of TAR, returning sound back to its materiality, offering a different way of listening to and tuning with the world.

Swipe to see everything that’s happening in these locations. Secure your experience and get your tickets from Lippu.fi.

See you soon. 🕊️

TAR is part of Lumo Art&Tech Festival.

Mark Fell: Cyclic Self-time Construction Kit
-ääni-installaatio Intiön Vesitornissa TAR-festivaalin ajan.

TAR-festivaalin paikkasidonnaisessa tilaustyössä Mark Fell sijoittaa 23 kaiutinta vesitornin kierreportaiden varrelle.

Arriving TAR

Oulu is easy to reach by train, bus and plane. The railway and bus stations are located in the centre of Oulu. The airport is in Oulunsalo, about 15 kilometres from Oulu centrum. Buses run regularly from the airport to Oulu centrum.

We encourage more sustainable and environmentally friendly travels by using public transportation, and to consider sharing when driving a private vehicle.

The festival spreads out across several venues around the Oulu centrum, which are easy to reach by foot, bike or local buses. We recommend driving the private cars underground into the parking cave Kivisydän, as there is only a limited amount of parking spaces on the street level. Addresses for Kivisydän entrances: Hallituskatu 1 or Hallituskatu 20.

Saapuminen

Ouluun on helppo saapua junalla, linja-autolla, sekä lentokoneella. Rautatieasema ja linja-autoasema sijaitsevat Oulun keskustassa, ja lentoasema Oulunsalossa, noin 15 kilometrin päässä Oulun ytimestä.
Kannustamme käyttämään ekologisempaa joukkoliikennettä, ja autoillessa suosimaan esimerkiksi kimppakyytejä.

Festivaali levittäytyy Oulun keskustan ympäristössä useampaan tapahtumapaikkaan, joihin on helpointa saapua jalan, pyörällä tai julkista liikennettä käyttäen. Autolla saapuessasi parkkipaikkojen saatavuus keskustan alueella voi olla haastavaa, joten suosittelemme käyttämään pysäköintiin Kivisydäntä.

Vilho Mällinen

(EN 1. text ↔️ FI 2. text)

The accordion carries a great deal of history hidden in its bellows and reeds, the kind clustered around folk gatherings, communal festivities, and mournings, a certain melancholy it has never quite been able to shake.

The approach of Vilho Mällinen moves in a different direction, understanding the instrument not necessarily as a melodic body, but through its long, drawn-out tones, with layered harmonies and microtonal shifts as the primary material. Using a minimalist approach, he lets the instrument respond to the acoustic character of the room and, in doing so, explore the relationship between tone, air, and space.

Currently studying music technology and pedagogy at OAMK, Vilho belongs to the emerging generation of Oulu’s experimental music scene.

Vilho Mällisen lähestymistapa harmonikkaan kulkee poikkeukselliseen suuntaan, sillä soittimen perinteisen melodisen olemuksen sijaan keskeiseen rooliin nousee pitkitetty sointi, harmonioiden kerrostaminen ja mikrotonaalisten siirtymien käyttö. Minimalistisessa otteessa soitin reagoi esitystilan akustisiin ominaisuuksiin;
äänenvärien, ilmavirran ja tilan suhteisiin.

OAMK:lla musiikkiteknologiaa ja pedagogiikkaa opiskeleva Vilho edustaa Oulun kokeellisen musiikin uutta sukupolvea.

The TAR Symposium will take place at the Oulu City Library from 11 to 15 November 2026. The programme is centred on three themes: commons, periphery and vibration.

Commons are ordinary. Air, water, berries, social spaces. Yet under competition for resources, whether over land, minerals or media, everything is being contested, monetised and appropriated as a commodity. How to reclaim and preserve a puplic, counterpublic and spaces of freedom, creation and possibility?

Questions focus on the economy of music and sound in our contested times. What futures are possible? What are the commons in music and sound? How do peripheral perspectives become audible and important? How does sound leak into bodies and societies? And how to work under systemic inequality, attention excess, algorithmic capture and abundance of tools?

nanditi & beatnyk: akashvani

Borrowing its name from India’s national radio service, akashvani (”voice from the sky”) is a mixed media performance by beatnyk & nanditi about non-physical environments. Their practice involves drifting through and listening to physical places; this performance shifts that focus to digital information spaces. Using broadcasts, field recordings, voices, news media, and live-coding, it creates a noise field where feeds act as streets, algorithms act as infrastructure, and notifications act as the weather. Instead of interpreting current events, akashvani asks what it sounds like to live inside this system.

nanditi / @nanditi.k

Nanditi is a musician, livecoder, and cultural technologist. She treats listening as a form of technology, using sound to document place, memory, and contemporary life. She makes music using ambient textures, field recordings, Hindustani classical and folk traditions, and algorithmic logic.

She co-founded Ajaibghar, a creative-technology studio that builds tech-art installations. She applies feminist tech principles and community-driven methods to organize spaces for shared learning. As a Godrej Design Lab Fellow, she recently started code.yatra, a traveling creative coding project that examines technology in relation to physical places.

She previously worked at Google India and organized grassroots folk arts projects with the Jaipur Virasat Foundation across Rajasthan. These roles informed her current focus on connecting different disciplines and communities.

Her work has appeared at the India Art Fair, Serendipity Arts Festival, the Audio Developer Conference, Jaipur Art Week, Science Gallery Bengaluru, the Indian Music Experience Museum, and the EyeMyth Festival. She has received coverage in Vice, Vogue, and Wildcity.

beatnyk / @beatnyk

Beatnyk is a Delhi-based left-field computer musician and sound designer with a background in engineering. He uses computers and electronic systems as instruments, writing music that reflect on how technology interferes with natural environments. He links acoustic design to human psychology and ecology. ATI / @yunglist

(EN 1. text ↔️ FI 2. text)

The British philosopher and cultural theorist Mark Fisher heard in jungle not simply a new sound, but a music in which the future was actively felt with its Afrofuturist politics and its relationship to the body and the city – arriving before the present was ready for it.

Three decades on, this future seems to remain unfinished, and ATI is one of the names carrying it forward. An active member of the jungle collective 20Hz and Oulu born collective Barbitalo, she’s built a name as one of the fastest rising presences in Helsinki’s club circuit, through residencies and appearances at venues such as Kaiku, Post Bar, and Ääniwalli, spots that track and shape the contemporary sound of the city. Recently relocating to Austria, ATI is now focusing more on developing her music career abroad, exploring new scenes and pushing into new territories while continuing to grow as an artist.

Intensity intentionally is at the core of ATI’s performances, rapid turnovers of styles, pulling jungle, dub, techno, and breakbeat together with current club sounds into high energy, danceable sets built to move the room, refusing to settle into any single genre.

ATI / @yunglist

ATI:n keikoilla intensiteetti ohjaa kokonaisuutta ja vaihtuvat genret junglesta dubiin, tekn by @tar_festival
