This morning the U.S. Army Corps of Engineers celebrated the induction of Mr. Ryan Fisher into the Senior Executive Service (SES) in a ceremony hosted in our Headquarters in Washington, DC. Mr. Fisher is the U.S. Army Corps of Engineers' Executive Deputy for Civil Works and Emergency Operations. He is responsible for the development, defense and execution of the U.S. Army Corps of Engineers' Civil Works Program across the United States and its territories and across all national accounts and business lines. He works closely with senior Administration officials, Congressional leaders, subcommittee staff and local project partners. 

Lt. Gen. William H. “Butch” Graham, Jr., the 56th Chief of Engineers and commanding general of the U.S. Army Corps of Engineers, reflected on his career and the critical support he has provided to the Army. 

“When you look across those assignments, there is a common thread: Ryan understands how policy becomes action,” Graham said. “He understands what happens here in Washington, and because he's spent time in our Districts, he understands what happens when that policy gets down to the people who actually have to execute it.”

The SES was designed by Congress to be senior level managers and administrators charged with running the federal government. In the Army, an SES is the civilian counterpart of a general officer.

For many who remember September 11, 2001, the day began with an image that remains vivid 25 years later: a brilliantly clear early fall morning and blue skies that gave no hint of what was to come. Within hours, terrorist attacks on the World Trade Center in New York and the Pentagon outside Washington, D.C., and the crash of a fourth hijacked airliner near Shanksville, Pennsylvania, had killed nearly 3,000 people and changed the nation.

The U.S. Army Corps of Engineers was among the many organizations called upon to respond.

Today we remember and reflect.

As we approach the 25th anniversary of the 9/11 attacks, we reflect on our time during the response.
 
This morning our team was at the National Museum of the United States Army’s newest exhibit, “Steel and Stone: Engineering the Response to 9/11”, which tells the story of U.S. Army Corps of Engineers’ response after Sept. 11, 2001, and how USACE mobilized with speed and purpose to support recovery and help rebuild after tragedy.

@usarmymuseum Director Paul Morando, Curator Matthew Godec, @usacehq Chief Historian Dr. John Lonnquest, and USACE Curator Eric Reinert also participated in an unveiling of the massive U.S. flag that was unfurled over the Pentagon’s damaged wall the day after the attacks. This item serves as a powerful symbol of resilience and national unity. Now folded, the flag still bears soot stains from where it rubbed against the building. Three large limestone blocks recovered from the Pentagon, marked with fire and smoke damage, also stand in a display outside the museum building.

On Thursday, USACE broke ground on the Grand Isle Breakwater project! For this work, USACE will construct 31 breakwaters that will close a three-mile gap in the current flood risk management system in Grand Isle, La. Each breakwater is approximately 250 feet wide and will rise six feet out of the Gulf. When complete next summer, these breakwaters coupled will deliver the greatest level of storm damage risk reduction and resiliency in the history of Louisiana’s most important barrier island!

Assistant Secretary of the Army for Civil Works (@asacivilworks) Adam Telle joined @usdagov @secrollins, USDA Deputy Secretary Stephen Vaden, Executive Director of the Federal Permitting Improvement Steering Council Emily Domenech, and @repjulialetlow at the groundbreaking of Blue Point One, a nearly $3.7 billion low carbon ammonia facility in Modeste, Louisiana, on Aug. 26, 2026. The project, led by CF Industries, JERA, and Mitsui, will become the world’s largest low carbon ammonia plant, producing 1.4 million metric tons per year once operational in 2029. The Building Infrastructure, Not Paperwork framework enabled a rapid, coordinated regulatory review, helping USACE reach a decision as quickly and responsibly as possible.

The U.S. Army Corps of Engineers (USACE) is proud to recognize National Hydropower Day, Aug. 24. For more than 140 years, the USACE Hydropower Program has been providing the nation with ready, reliable, and resilient energy. USACE is the largest owner and operator of hydroelectric power plants in the United States, generating more than 25% of the nation’s hydropower and ranking among the nation’s top 10 power producers overall.

In keeping with the U.S. Army’s Civil Works Program initiative of “Building Infrastructure, Not Paperwork,” USACE is boosting America’s clean energy production by modernizing the Army’s existing hydropower facilities. By partnering with the private sector, USACE can upgrade these outdated turbines to modern, more efficient models, allowing USACE to generate significantly more renewable energy from the same amount of water. This initiative increases America’s supply of clean power and strengthens energy independence without building new dams, and at minimal cost to the taxpayer.

 "On this National Hydropower Day, the Trump Administration celebrates the amazing clean energy that powers our great nation's communities," said Assistant Secretary of the Army for Civil Works Adam Telle. "By Building Infrastructure, Not Paperwork (BINP), the U.S. Army is eliminating bureaucratic delays and making easier to leverage Public-Private Energy Partnerships that modernize our vital American hydropower infrastructure and deliver bountiful amounts of renewable energy to the grid."

USACE directly operates and maintains 356 individual generating units at 75 multi-purpose power-producing projects across five USACE divisions and 16 districts.

Command Sgt. Maj. Shade Munday has assumed his role as the 16th USACE Command Sergeant Major during a ceremony today at Joint Base Myer-Henderson Hall hosted by Lt. Gen. William “Butch” Graham Jr., USACE Commanding General and @usarmy Chief of Engineers.

Following the Change of Responsibility, USACE also honored outgoing Command Sgt. Maj. Douglas Galick and his family upon his retirement.
