POSTS STORIES REELS

Ahead of COP31, Climate Action Network is releasing its position paper on the IPCC AR7 timeline, equity and alignment with the Second Global Stocktake (GST-2).

Science and equity must go hand in hand. CAN reaffirms its commitment to the 1.5°C warming limit as the legal and moral baseline for countries’ obligations to address climate change and climate justice. Efforts to meet these obligations must be informed by equity between and within countries, taking proper account of historical responsibilities and respective capabilities.

💀 332 fossil fuel representatives. Three UN climate summits. All on EU delegations. 💀

Climate talks must serve people, not the industries profiting from the crisis.
New analysis from the Fossil Free Politics coalition, based on Kick Big Polluters Out data, reveals that the European Commission and EU national governments brought 332 fossil fuel representatives from almost 100 organisations to COP28, COP29 and COP30, largely through “party overflow” badges. These badges gave senior oil and gas executives access to key decision-makers and private negotiating spaces.

🔎 What the analysis found:
🔹 Italy brought the most representatives (55), followed by France (48) and Belgium (47). Fossil fuel lobbyists accounted for 12% of Belgium’s overall delegation across the three summits.
🔹 Eni, EDF, ENGIE and Fluxys were the most frequently accredited companies.
🔹 Industry lobbyists brought to COP29 by Italy were there to sign new gas deals.
🔹 The total fell from 132 at COP28 to 116 at COP29 and 84 at COP30. The numbers are falling, but they must reach zero.

The fossil fuel industry has no place on government delegations tasked with tackling the climate crisis. Ahead of COP31, Fossil Free Politics has written to the European Commission, Italy, France and Belgium demanding that they refuse accreditation to fossil fuel lobbyists at COP31.

COP31 must put people’s rights and a Just Transition ahead of polluters’ profits.

🌏 From Bangkok to Antalya, the message is clear: empty promises don’t protect people. Finance does. COP31 must turn climate commitments into public finance that reaches the people who need it.

📚 In this CAN Finance School special edition with Big Shift Global, speakers unpacked the contradictions on display at the 2026 World Bank and IMF Annual Meetings in Bangkok: calls for resilience while undermining public investment, private capital mobilisation shifting risks onto public finances, and multilateral development banks enabling continued fossil fuel dependence.

⚖️ These problems weren’t resolved in Bangkok, and they cannot be ignored in Antalya. Developed countries have promised to help people survive climate impacts, repair the damage, support workers and communities through a Just Transition, and move away from fossil fuels. Without the right finance, people remain exposed to deadly floods and heat, workers face uncertain futures, and communities are left to cope alone.

💰 The money exists. But governments are choosing to spend too much of it on fossil fuel producers and record military budgets while communities pay the price. COP31 must put public money where the promises are, with finance that doesn’t deepen debt and a Belém-Antalya Mechanism that delivers for people, rather than becoming another talk shop.

Empty promises don’t protect people. Delivering climate finance does.
The money exists. The question is how it is mobilised, who pays and whose needs it serves.

In our CAN Finance After School session in July, Joan Stott from Institute For Economic Justice (IEJ) South Africa explored how changes to tax policy, financial regulation and investment rules could help fund the country’s transition. Proposals ranged from redirecting existing revenues and reforming tax breaks for wealthy individuals to offering preferential interest rates for green industries and directing more pension fund investment towards domestic needs.

These proposals bring a crucial question into focus: how can public policy direct finance towards a Just Transition?

As we look towards COP31, the question is not just how much climate finance is promised, but who pays and whether that money reaches the people who need it most. Domestic policy can help mobilise resources, but it cannot replace developed countries’ obligations to provide climate finance. Private finance must not become an excuse to sidestep those obligations or push countries further into debt.

🎥 Watch the recording of the CAN Finance After School webinar, where we explored how private finance works in climate action through concrete, real-world case studies:
🧭 How it shapes projects and campaigns on the ground
💸 Who pays and who profits
🛡️ Which safeguards are missing and what alternatives exist

The session also brought participants together for breakout discussions on energy, adaptation, and loss and damage, grounded in regional contexts across Africa, Asia and Latin America.

COP31 must put public money where the promises are. We need to understand how finance works, challenge whose interests it serves and demand that it delivers for people.

🚨 You say, “We don’t do coal.” You say you’re client-driven.

But what happens when fossil fuel financing flows through financial intermediaries? Does it suddenly stop counting?

Look at the Philippines. IFC invested in RCBC, a bank linked to coal power projects. An investigation by the World Bank’s own watchdog, the CAO, raised serious concerns about IFC’s oversight of environmental and social risks associated with its investment.

And behind these financing decisions are real communities living with the consequences of coal.

Public money on this scale could be supporting a very different future, that is renewable energy that is accessible, affordable, and community-led. Instead, the question remains: are you really ending fossil fuel finance, or just refusing to look at where the money goes?

Today, as World Bank Group leaders gather for the Annual Meetings and make decisions that will shape development financing, we have to voice our demand that public money goes where it matters: towards a just energy transition, not fossil fuels. AGAIN.

Comment if you’ve also had enough of fossil fuel! 💪🌱 by @can.international

☀️ Before solar power arrived in Elan Village, communities lived with almost no access to electricity. Shops closed at sunset, and residents described walking five kilometres to find water. Today, businesses can stay open after dark, children can study at night and solar-powered pumping brings water closer to the community.

🤝 This is electrification done fairly: improving livelihoods and access to essential services while giving communities a say. Residents helped shape the project, and a committee with equal numbers of women and men now oversees maintenance and repairs. A Just Transition must ensure workers and communities have the resources, rights and decision-making power to shape their energy futures.

🌍 As #COP31 approaches, Elan shows a practical example of what is possible. Governments must advance a just and equitable transition away from fossil fuels to 100% renewable energy, with no dangerous distractions and ensure the required support reaches the people who need it.

💰 Just Transition needs more than funding pledges; It needs money that reaches people, on fair terms.

🤝 That is what resource mobilisation must deliver: bringing financial institutions, governments, workers and communities together to identify funding gaps, improve finance and turn commitments into practical support.

📍 In Bangkok, the message was clear: finance must support the Just Transition, not deepen debt or put private profits before public needs.

🌍 Next stop: Antalya. At COP31, governments must establish the Belém-Antalya Mechanism (BAM), with a dedicated resource mobilisation group to bring governments, financial institutions, workers and communities together to identify funding gaps and mobilise finance for a Just Transition on fair terms.

$COP30 agreed to triple adaptation finance by 2035. But even that would cover only a fraction of developing countries’ needs. #COP31 must turn that commitment into a credible delivery plan, with clear milestones and accountability, and then move towards robust, needs-based adaptation finance. Adaptation finance must be new and additional, predictable, and provided as public grants, not loans that deepen debt. For vulnerable communities, this is about survival. Where is the adaptation finance? #AdaptationFinance by @can.international$

COP30 was a breakthrough for Just Transition. But the job is far from finished.

Years of advocacy by civil society, trade unions and social movements helped secure an agreement to develop a global Just Transition Mechanism.

Now governments must turn that opening into something that delivers.

At #COP31, they must establish the Belém-Antalya Mechanism (BAM), with strong governance, meaningful participation and the financial and technical support needed to deliver a Just Transition.

Gas is a fossil. Private money isn’t the answer. Public finance should serve the public.

That’s what activists from MENAFEM, Recourse, CAN International, and Power Shift Africa told us at the World Bank & IMF Annual Meetings.

The meetings are over. The fight isn’t. COP31 is next. 👀

Renewable energy delivers justice and equity better than any other energy source. It can power homes, schools, hospitals and local businesses while supporting local industries and creating jobs.

But delivering for all takes more than generating electricity. Investment in renewables, grids, storage and energy efficiency must go hand in hand with five priorities:

🌱 People’s needs, development and prosperity
🤝 People-owned and sovereign energy systems
⚖️ Historical major emitters doing more
🌍 Fair shares and cooperation
⚡ 100% Fair Renewable-based Electrification

At #COP31, every energy discussion and initiative must advance actionable, renewable-based pathways for a just and equitable transition away from fossil fuels, with no dangerous distractions. by @can.international

Promises don’t protect people. Action does.

At COP30, governments agreed to develop a global Just Transition Mechanism. But without clear responsibilities, accountability and practical support, those commitments risk becoming another round of discussions. At #COP31, governments must establish the Belém-Antalya Mechanism (BAM), with the institutions and capacity to turn commitments into real support for workers and communities.

In the webinar “Towards the Belém-Antalya Mechanism on Just Transition: What Needs to Happen at COP31?”, Anabella Rosemberg explains what delivering the BAM should look like.
