Actually, the govt should just stop arguing that the death sentence is a deterrence. Just go ahead and argue that it's retributive justice. Death to traffickers who ruin people's lives.

If he wants numbers, take a look at other countries. like Portugal for instance, where they decriminalised all drugs and harmful drug usage actually dropped significantly. Death penalty is not necessary and does not address the root issues that cause crime.
